Will it be a system of self-assessment like the income tax system or will there be an army of bureaucrats running around pointing tricorders at smoke stacks? Either way, I suspect a new carbon measurement and audit industry will emerge.<BR/><BR/>This sparks another thought. How can we expect accurate recording and reporting of CO2 emissions from off-shore factories?
